The California Department of General Services (DGS) is the lead agency responsible for preparation of an Environmental Impact Report (EIR) for the proposed 1215 O Street Office Building Project (proposed project), located in downtown Sacramento.
Pursuant to provisions of the California Environmental Quality Act (CEQA), DGS has prepared a Notice of Preparation (NOP) for the proposed project. Once a decision is made to prepare an EIR, the lead agency must prepare a NOP to inform all responsible and trustee agencies (agencies) that an EIR will be prepared (CEQA Guidelines Section 15082). The purpose of the NOP is to provide agencies, interested parties, and organizations with sufficient information describing the proposed project and the potential environmental effects to enable meaningful input related to the scope and content of information to be included in the EIR.
The Draft EIR for the 1215 O Street Office Building Project was provided for public review from April 18 to June 2, 2017. The Department of General Services (Department) has now completed the Final EIR for the project. The Final EIR consists of a list of persons and agencies commenting on the Draft EIR, the comments received on the Draft EIR, responses to the comments, and revisions to the Draft EIR. The Final EIR was presented to the decision-making body of the Department who reviewed and considered the information contained in the Final EIR, the Draft EIR, and the supporting documents. In accordance with Section 15090 of the California Environmental Quality Act (CEQA) Guidelines, the Department has certified that the Final EIR for the 1215 O Street Office Building Project has been completed in compliance with CEQA and reflects the Department’s independent judgement and analysis. The Department has reviewed and approved the Findings and the Statement of Overriding Considerations for the project. The Findings and the Statement of Overriding Considerations are available for download below.
In accordance with Section 21081.6 of CEQA, the Mitigation Monitoring Plan for the 1215 0 Street Office Building Project has been approved and adopted. The MMRP is available for download below.
Upon consideration of the Final EIR, the Environmental Findings, and the Statement of Overriding Considerations, and in accordance with Section 15092 of the CEQA Guidelines, the Department approved the 1215 Office Building Project, the proposed project evaluated in the EIR. A Notice of Determination (NOD) has been prepared in accordance with Section 15094 of the CEQA Guidelines. The Department staff have filed the NOD with the State Clearinghouse. A copy of the NOD is available for download below.
